Staff development initiatives form a vital part of the Macau government’s drive to promote career pathways for local Macau talent. While Macau labor laws have long included an expectation that priority is to be given to promoting local talent, staff development is also cited for the first time in recent gaming law amendments which state that concessionaires must “ensure labor rights and interests, especially on-the-job training of local employees and upward mobility of personnel.” Staff development includes not only education and training and but also other aspects of “whole person” growth.
