The MOU, signed in early May at GMTCM Park in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, seeks to leverage Macau’s strengths as a world center of tourism and leisure and Hengqin’s resources in traditional Chinese medicine (TCM) to develop a globally competitive big health tourism industry in the region.

The agreement aligns with Macau’s “1+4” economic diversification strategy and lays the groundwork for Big Health-themed MICE events and facilitating regional collaboration. Planned initiatives include professional forums, international exhibitions and the launch of health-focused tourism offerings at Sands China’s integrated resorts and GMTCM Park. The partnership also aims to ease cross-border collaboration and foster synergies between health and leisure industries in both regions.

Grant Chum, CEO and Executive Director of Sands China Ltd., said the company is honored to be the first Macau integrated resort operator to formalize such a partnership with GMTCM. The collaboration, he said, strengthens Macau’s role as a world center of tourism and leisure and supports its deeper integration into national development.

Wu Song, Chairman of GMTCM, hailed the MOU as a landmark step towards advancing the “Tourism+” policy outlined in Macau’s 2025 Policy Address. He said the partnership would drive innovation in product development and services, boost market expansion and contribute to the Greater Bay Area’s vision of becoming a center for traditional Chinese medicine.

GMTCM Park, founded in 2011 as the first project under the Framework Agreement on Cooperation between Guangdong and Macao, currently hosts 235 enterprises in sectors ranging from TCM and biomedical research to health products and medical services.
